I was curious about this too and found out that the FDA mandates a certain amount of caloric content and fats (which seed oils provide). It's possible to meet those requirements in another way (such as with whole milk fats as Europe does), but the FDA also mandates that in order to use a source that's not already "eligible" (which I'm assuming means not already used in existing approved formulations), there must be intensive long-term studies to prove long-term safety, which are usually financially prohibitive for companies to do.
